The biogeography above will rewrite the pattern of human civilization, and usher in a new dark age. In fire belts, life won’t really be possible. In flood belts, life will be possible, but only of a tenuous, grim, uncertain kind. That is where the poorest will live, on the boundaries of these belts. Then will come a slightly richer class, inhabiting the highlands, slightly further inland. And at last will come the last few remaining rich societies as we think of them today — democratic, liberal, with functioning systems. Canada, Europe, Scandinavia, perhaps New Zealand.

The countries mentioned here will have fascist elements in their governments. Only a Trotskyist socialist system will be able to solve these problems, and no country currently has that.
