The national security emergency would have resulted in an automatic declaration of Executive Directive 51, which would allow the president to replace local and state governments under increased executive authority. The directive also allows the president to take control of both houses of congress. The National Continuity Coordinator, who would be the assistant chief to the Homeland Security Agency, would be responsible for overseeing the government. The powers listed under that directive would last for the remainder of a president's term, and can be renewed by Congress for 4 year intervals after that. If the directive is declared by the president between Election Day and Inauguration Day, the president is automatically reelected for another term regardless of the election result. If Congress decides to let the directive expire, an election for all 100 Senate seats must be held as part of the next midterm election.
